We are excited to announce that Interchange Recycling’s Extended Producer Responsibility (EPR) Stewardship Plan has been officially approved by the Yukon Environmental Protection and Assessment Branch. This approval marks a significant milestone for EPR in the Yukon and reinforces a shared commitment to responsible product management and environmental sustainability.
Launching on August 1, 2025, the Interchange Recycling Yukon program ensures that products such as lubricating oil, antifreeze, diesel exhaust fluid, oil filters, and automotive containers are collected and managed responsibly at the end of their life cycle.
As we prepare for the program’s rollout, we are working closely with local partners to establish convenient collection services, including a permanent public collection site in Whitehorse. These efforts will provide businesses, consumers, and industry stakeholders with clear and accessible recycling options, ensuring that obligated materials are diverted from landfills and processed in an environmentally responsible manner.
We look forward to working with our members, industry partners, and the public to make this program a success. More details, including collection site locations and program guidelines, will be shared in the coming months.
Reminder that all organizations doing business in Yukon are asked to Register with Interchange Recycling by completing the Yukon Participation Agreement and submitting it to accounting@interchangerecycling.com.

Advisory Committee
Interchange Recycling is establishing a Yukon Advisory Committee to support stakeholder engagement and collaboration for the launch of Yukon’s Extended Producer Responsibility (EPR) program for lubricating oil, antifreeze, diesel exhaust fluid, oil filters, and automotive containers.
With the program set to launch on August 1, 2025, and in accordance with Yukon’s EPR Regulation, we are forming this committee to ensure ongoing dialogue between Interchange Yukon and key stakeholders. The committee will provide input to the Board on significant program decisions, offer feedback on implementation, and help facilitate meaningful engagement among stakeholders.
Call for Nominations
We are seeking five to seven members, as well as a Chair and Secretary, to serve on the committee. Members will be appointed for a three-year term and are expected to participate in at least one meeting per year, with additional meetings scheduled as required. The Committee will be comprised of various stakeholder groups including representatives from local government, First Nations, non-governmental organizations, stewards, waste service providers, and local businesses and business groups (e.g., Chamber of Commerce, automotive service stations, auto retailers).
Nomination Process
Interested individuals are invited to submit their nomination to Interchange Recycling at info@interchangerecycling.com. Submissions should include:
- Full name
- Company/organization name (if applicable)
- The stakeholder group you represent
- A brief statement outlining how you would contribute to the Yukon Advisory Committee
All nominations will be reviewed to ensure broad and balanced representation across stakeholder groups.

How much is the Environmental Handling Charge (EHC) in Yukon?
Planning Fees (effective July 1, 2024 to June 30, 2025):
In order to assist with the development of the program, Interchange Recycling has implemented the following Yukon Planning Fee effective July 1, 2024. Payments for 2024 Q3 and Q4 were due on January 31, 2025:
- For lubricating oil – $0.02 per litre
- For filters – $0.13 per unit
- For antifreeze – $0.05 per litre for premix and concentrate
- For containers – $0.04 per litre of container size
Implementation Fees (effective July 1, 2025):
In anticipation of the program launch on August 1, a notice was sent to all Registered Members regarding the Implementation EHCs required for the program’s operation.
March 3 – Notice re: Yukon Implementation EHC Fees
For Q1 and Q2 of 2025, planning fees will remain in effect as we prepare for full program implementation. Please submit your reports through The Vault. Note: planning fees will cease at the end of Q2 2025, with the new implementation fees taking effect on July 1, 2025.
We are committed to supporting our members and ensuring a smooth transition into the Yukon program. To help you stay ahead of compliance requirements and avoid potential complications, we strongly encourage you to register and submit your reports as soon as possible. Please note that delaying registration may result in retroactive planning fee obligations dating back to July 2024 for companies that have not yet started collecting these fees.
EHC Remittance Portal – The Vault by Interchange Recycling
As of January 2, 2025, EHC Reporting and Remittances must be made through our new online portal – The Vault by Interchange Recycling. All active Members have been sent an email with instructions on how to access their account.
Q3/Q4 2024 reports were due on January 31, 2025.
